AI & Tech Brief — 19 September 2026: Copilot Metrics, AI Adoption and Classroom Safeguards
Overview
Edition: 19 September 2026 (Japan Standard Time). This edition covers announcements published on 15–17 September. GitHub added two different views of Copilot adoption, Google published new AI-use research and visualizations, and Microsoft set out principles for AI in education. These are earlier announcements reviewed for today's brief, not announcements made on 19 September.
Key takeaways
- GitHub's Copilot impact dashboard now counts feature engagement over 28 days, while separate CLI reports show which agentic customizations are used.
- Google's ATLAS update makes AI-use data explorable and reports that surveyed scientists save just under seven hours a week, alongside validation bottlenecks.
- Microsoft says classroom AI should protect privacy, keep educators in control and support students' thinking rather than replace it.
Top stories
1. GitHub adds feature engagement to its Copilot impact dashboard
Published: 17 September 2026. GitHub says the dashboard now shows how many active users engaged with each included Copilot feature on at least two days during a rolling 28-day period. Enterprise and organization aggregate reports add the same feature breakdown for code completion, agent edit, code review, Copilot cloud agent, CLI and app. A separate field reports each AI adoption phase's full rolling 28-day population, rather than only users active on a particular day. Feature engagement is aggregate data, is not in user-level reports, and can be unavailable or null when it cannot be calculated.

2. GitHub measures use of agentic Copilot CLI customizations
Published: 17 September 2026. GitHub added usage-metrics fields for Copilot CLI skills, custom agents, MCP servers, slash commands and plugins. Reports show up to five most-used items in each category and the number of distinct items used. GitHub says customer-defined names are grouped under generic labels to protect privacy. An MCP interaction count records connection attempts, including failed attempts, rather than every tool call; plugin skill invocations also appear in skill totals, so those totals should not be added together.

3. Google expands its AI & Economy ATLAS
Published: 15 September 2026. Google introduced an open-access interactive view of ATLAS data about how people use AI across occupations and countries. It also described research with Google DeepMind and MIT FutureTech based partly on a survey of more than 600 scientists in the United States and United Kingdom. Nearly half of those surveyed said they use some form of AI daily, and respondents reported saving just under seven hours a week. Google cautions that validating outputs and testing a growing backlog of hypotheses can slow the path from time saved to discoveries. These are findings from Google's data and the cited survey, not a measured result for all scientists.
4. Microsoft sets out safeguards for AI in education
Published: 16 September 2026. Microsoft outlined five principles for educational AI: safety, privacy, security and transparency; educator control; support for student learning rather than replacement of thinking; stronger education systems; and preparation for an AI-powered future. It points to a Privacy & Safety Standard for Schools covering Microsoft Education products, which it says limits use of student and educator data and requires human oversight for consequential decisions. The post frames these as Microsoft's commitments and design approach, not proof of learning outcomes across schools.

Watchlist
- Adoption metrics: Compare sustained feature engagement with outcomes, and keep overlapping CLI categories separate when interpreting totals.
- Scientific impact: Track whether saved research time translates into independently validated results.
- Education: Watch how privacy safeguards, educator oversight and student learning are evaluated in actual classrooms.
